Professional Staff: Corporate Biographies


Hazard Management Consulting brings together a collection of industry leaders to offer a unique vantage point to assist clients in solving environmental problems and managing environmental risk. Mark S. Cousineau, R.E.A.

Mr. Mark S. Cousineau, principal with HMC, has a diverse professional background in environmental management which includes working as a generator, regulator, consultant, and corporate advisor in hazardous waste and other environmental issues.

Mr. Cousineau's technical background is focused in the area of overseeing large-scale environmental investigations and regulatory compliance management related to site assessments, subsurface investigations, facility surveys, and site remediation. To projects such as theses, Mr. Cousineau brings expertise in evaluating complex sites and developing solutions to solve the technical, operational, regulatory, financial and timing issues.

In addition, Mr. Cousineau routinely assists clients in developing environmental business plans for single assets and multi-site real estate portfolios and has designed and implemented several tenant audit programs involving the proactive management of environmental risk caused by on-site commercial and industrial tenant activities.

Mr. Cousineau has provided litigation support and has served as a court-appointed expert on environmental issues, is a Registered Environmental Assessor in the State of California, holds a M.S. in Environmental Sciences from California State University Fullerton and a B.S. in Chemistry from University California San Diego.

David M. Henry, R.G., R.E.A.
As an Associate with Hazard Management Consulting, Mr. Henry brings a problem-solving approach to the management and technical oversight of complex environmental investigations and remediation efforts. He serves as an advisor to HMC clients within the business community by working to clarify or resolve issues between field consultants, the regulatory community and those trying to meet the business objectives specific to each project. Mr. Henry manages site investigations of commercial and industrial facilities ranging from commercial and industrial office parks to retail gasoline outlets and fuel terminals to oil refineries. Contaminants at the various sites have included chlorinated volatile organic compounds; hydrocarbon fuels, lubricants, cutting oils, crude oil and solvents; metals; acids/ bases; and phthalate plasticizers.

Mr. Henry's professional experience includes providing expert witness technical support to legal counsel and has provided deposition testimony and detailed forensic investigations related to releases of hazardous materials and fuel on a wide variety of sites.

Mr. Henry is a Registered Environmental Assessor and a Registered Geologist in the State of California and holds a MS in Geology from the University of Wisconsin-Madison and a BS in Geology from California State University, Long Beach.
